A foreign resident’s PKK checklist: avoid a second visit to the office

A passport and photo are not enough. Check Poland’s 185-day rule, the residence-declaration deadline and the documents required for a PKK.

A PKK is not another plastic card. It is the profile number used by the local authority, driving school and regional road traffic centre, known in Poland as WORD. The number itself is usually the easy part; proving where you live and bringing the right attachments takes more preparation.

Start with normal residence

The basic rule still requires normal residence in Poland. The most common route means living here for at least 185 days in each calendar year because of personal and professional ties, or intending to stay permanently because of personal ties. The Act also covers particular situations where a person has professional ties in another European Union country but regularly returns to Poland.

A residence card or visa valid for more than 185 days does not decide the issue automatically. It proves a legal basis for staying in Poland, while the authority separately assesses your declaration and evidence of where you actually live. A registered address shows an address, but it does not replace the statutory declaration.

A student may use a separate route by presenting a certificate confirming at least six months of study in Poland. An admission letter or the first day of classes does not yet meet that condition.

When to file the declaration after 3 September 2026

The final deadline depends on your route. You must satisfy the residence condition and file the declaration no later than the day you collect the licence in person or the day on which the authority plans to send it by post. For categories AM, A1, A2, A, B1, B, B+E and T, the deadline is the day of the state examination. If your authority asks for the declaration earlier, include it with the application.

The authority records a paper declaration in the PKK on the day it is filed. An electronic version is recorded automatically when signed with Profil Zaufany (the Polish trusted-profile service), a qualified electronic signature or an electronic ID signature. An ordinary scan without one of those signatures is not enough: the authority will ask you to correct the missing formality.

An application filed before 3 September but not yet decided is treated as meeting the new requirements. The previous paper form may be used until 31 December 2026, but the declaration from the new form must be attached.

Your core document checklist

For a first licence in an ordinary category, prepare:

  1. 1The current driving-licence application form.
  2. 2A medical certificate from a doctor authorised to examine drivers. Since 3 June 2026, the examination must take place in direct contact with the doctor.
  3. 3A colour photograph measuring 35 × 45 mm and taken no more than six months before the application.
  4. 4A valid passport or another identity document accepted in your case.
  5. 5Evidence of your right to stay, such as a residence card, visa or another document applicable to your status.
  6. 6The normal-residence declaration and any address or real-life evidence requested by the authority.

If you do not have a PESEL identification number, the authority can create the profile using the details in your identity document. No PESEL does not automatically mean no PKK.

Documents that depend on your situation

Not every applicant submits the same set. You may also need:

  • a copy of your existing driving licence when adding another category;
  • written consent from a parent or legal guardian if you are under 18 and applying for category AM, A1, B1, B or T;
  • a psychological certificate for heavy-vehicle categories or after a referral by the district authority;
  • a university certificate confirming at least six months of study;
  • a power of attorney when someone else handles the application.

The authority may request additional evidence of normal residence. Before visiting, check the current service page of the authority responsible for your place of residence and its required attachments.

Where to apply and how long it takes

Apply to the county office, a city office in a city with county rights, or a Warsaw district office responsible for your place of residence. A complete PKK may be created immediately. A routine data check can take up to two days; a case requiring explanations may take up to one month and, exceptionally, two months.

The common mistake: expecting one document to prove everything

A passport proves identity, a residence card proves residence status and registration confirms an address. None necessarily proves every normal-residence condition on its own. Before leaving home, divide the evidence into three groups: identity, legal stay and actual residence.

Once the authority creates the profile, store the PKK number safely. You can then give it to your chosen driving school or use it at the next examination stage.
